Good reason: Enough reason that a perfectly rational (given the information at their disposal and average human intellect) person who's decently knowledgeable about the topic would likely accept the resolution, if such a person existed.
State: A system of government that directly involves a ruling class. A merely directly monetarily-derived set of classes would not count as a "state" here. The vast majority of proposed anarchist ideologies would not involve states.
Nation: A community made up of 1,000,000+ people and the land they live on, and which is not subservient to any other societies/communities/nations/etc.
Function well: Function on par with or superior to how most modern societies function by most metrics usually used to assess this sort of thing.

I was using it to mean something like "nation", I will give a more specific definition in the description.

I am trying to imagine examples, but am unsure if they qualify,
A traveling circus, it would be a group of people of similar interests, who band together.
Romani existed in history, though I basically know 'nothing about them,
Something about them traveling in wagons, lacking a state of their own, being persecuted, some nations trying to set them up with kings a couple times or something.
In either case though, said individuals likely pay taxes to a state, are likely considered people of a state, in the sense that the law ought to protect them,
Though officials of the state might have denied them rights a number of times,
But I'm sure many others might consider them citizens.

Place yourself somewhere on Earth, you likely have some state saying, that's my property.
And then one becomes part of that state in some fashion.

Do you mean a pure Democracy?
No, more likely you mean no one has 'any say on what anyone else does,
Someone kills someone else, and a posse naturally forms to kill the murderer,
But tribes would assumably have traditions or laws,
Such as exile instead of executing said murderer.
