Primary burden of proof rests with Con. Con also must prove that if there was election fraud, then it would have been enough to make Trump the winner if it was completely fair. In other words, Pro must prove that either there was no election fraud, or that it wasn't enough to overturn the results, and Con must prove the opposite.
