Provinces were based on many factors, most of which were the same factors on which nations are based.
Many Roman provinces formed the basis for nationhood. Spain, Italy, Greece, France, Germany ( in part), Britain, Arabia, Macedonia, Egypt ( in part), and Palestine ( known sometimes as Levant) all grew from the Roman Empire. There are more also, but you might get the point here.
