Rules are not meaningless. Rules are a result of people not wanting to operate in an environment where everything nasty is allowed and where noone other themselves is there to stick up for them. People don't all want to hurt others in order to enjoy a website or neighbourhood, they want peace of mind.
Saying 'be nice to each other, we don't need rules' is like when the right-wing say 'give money to charity, we don't need any tax'. Not everyone plays ball and there must be moderators and such to ensure that would-be victims have peace of mind and that actual victims get justice for what happened to them. They also must ensure that the perpetrators learn why what they did was wrong and how to improve theier behavior.
