It's less fishing for CC's and more locking people to states before we figure out any link between states and affiliation (if any). Mafia is either going to have to risk a fakeclaim that later doesn't fit the theme, or claim their actual state, risking that there is a theme that outs them as mafia.
In this particular set-up, where the theme could be anything and character isn't indicative of role, mass claiming can only help Town. Can you imagine how it would hurt?
Clearly GP is town because he's active in this game when he was lurking in the previous game as scum.

If there is no connection to our states, then pushing that we all claim is a good way for scum to appear as town with no risk.
There are 8 players. One is a noob. Two are scum. Supa would not make the noob scum. That leaves only 5 town. Lynching a likely townie too quickly would be dumb. The game would then be 2 scum and 4 town. That's virtually a scum win after NP when a townie is killed. 3 town, 2 scum.
