No, it's not aggressive. Everyone knows when you sign up for these games what's required, and if you have a reason to be inactive, you either state it and ask the players for concessions, or you replace yourself. the Mod shouldn't have to do this.
If you know you can't play as town, either don't sign up or replace yourself. That's not asking alot.

If you get so sick that you can't use your phone, well that's too bad, and you probably won't care at that point whether or not you get banned from a forum game.

Ironically in order to policy lynch toaster as an inactive you're going to have to convince the other inactives that policy lynching inactives is a good thing.
