In addition to what I have pointed out, she adds that the helicopter should ideally have had one more crewmember aboard for collision avoidance purposes. It appears that 3 is the minimum crew, so the flight was technically in compliance there. As for the training status of the flight, it appears that the purpose of the flight was to learn how to navigate DC’s busy airspace! Damn, that is aggravating and tragically ironic:
