grants and loans are considered discretionary spending, which means the President has more flexibility to influence or freeze these types of expenditures. Unlike mandatory spending (such as Social Security, Medicare, and Medicaid), which is required by law and not subject to annual congressional appropriations, discretionary spending on garbage pork like DEI is subject to the yearly budget process and can be altered through executive orders or administrative decisions.
In this case, President Trump's freeze on grants and loans targets discretionary programs, which are funded each year through appropriations bills passed by Congress. Because the President has the authority over this type of discretionary spending, he can effectively pause or limit how those funds are allocated until a new budget or spending plan is approved.

This also explains why such a freeze would impact things like discretionary federal aidnonprofitsDEI and various other discretionary programs, but wouldn't  halt mandatory programs like Social Security, or food stamps.
A federal judge disagrees, he put it on hold on the grounds that it is un-constitutional.

Let me guess, it's a far-left DC swamp judge overstepping his authority as usual... don't you think a president has the right to exercise discretion with discretionary spending? Other presidents have withheld aid, loans, and grants for capricious reasons in the past, so it is not unprecedented.

Federal assistance is relied upon in red states more than blue states genius.
When talking about discretionary spending, I am gonna take a wild guess and say we spend many more billions on DEI programs in blue states than red states.
MAGA hates DEI because they are jealous because the people they want to oppress are paying more in taxes than them, it's the people in the blue states who are paying for their food stamps and welfare checks.

They sit at the very bottom of the socio-economic ladder hating the hand that feeds them.  They want to look down on blacks, LGBTQ, and Transgender, but socio-economically they have to look up to them, they hate that.

That's kind of the same thing I was saying, that's why they are jealous of non-whites being more successful than them. Even though it's not really their fault they are smarter, more educated, and work harder than the MAGA folks, I understand the resentment of people that are just better than you.

I think part of the problem is interbreeding, MAGA men have to stop dating their sisters and cousins to break the cycle.

De-funding DEI makes sense in this constitutional perspective: 
Diversity is applied to race.
Equity is applied to race.
Inclusion is applied to race.
According to the Human Genome Project, concluded in 2003, "race" cannot be shown to be genetic via DNA by any demonstrable gene, or collection of genes. Let the matter be duked out in the courts. Only when there's a singular consensus by the judiciary that Trump may not proceed with his plan, upon which he attempts to do so anyway in the same unmodified form, can this accusation be reasonably levied.

LOL, you guys sure have a flair for drama when you make shit up.  That is just nonsense, you've obviously had no exposure whatsoever to real world DEI other than what the far-right wing controllers have told you what to think.  That may be consistent with a fascist agenda, but it is just fantasy nonsense, whoever made you believe that horseshit is laughing at you I'm sure.

I've seen this concept evolve over the years, been through the training probably a dozen times, cultural awareness, valuing differences, diversity training, etc...reactions of attendees range from bored to waste of time, I never saw a single person that was the least bit upset by it, and nobody has ever felt like it had anything to do with calling white American's evil.  It always boils down to the golden rule stretched into hours of training, does "treat others the way you want to be treated" traumatize you?

Sure, affirmative action was controversial, it's actually why I didn't get accepted into law school, but I feel like I dodged a bullet on that anyway.  I sat thought the training, had HR departments tell me my team wasn't diverse enough, I just told them to find me qualified candidates and I'll hire them, if they can't, then piss off, the best way to make bureaucrats leave you alone is put the task back on them. Just say, "As a matter of fact, I have an opening in Dallas right now, find me some qualified candidates in the categories you are worried about and I'll interview them", you never hear from them again. I've had to include a certain percentages of minority own business as contractors to be compliant on Federal deals, sure, it's a pain in the ass but you do what you need to do and move on.

But the way that DEI has become characterized as the white supremacists came to power in this country is fucking delusional, if you can't see they are using fascist tactics to turn you into cattle, keeping you upset and off balance so they can own you, then you should be getting the DEI benefits reserved for the mentally challenged.

How did your Far-Right controllers turn you guys into such fucking snowflakes, my God, you are absolutely traumatized by some diversity training you've never been exposed to.  Around one percent of the population is dealing with gender dysphoria, so fucking what, how did your handlers get you frothing at the mouth about that.  How about just be thankful you don't have to deal with those feelings, I'm sure it doesn't really affect your life one bit.  Please, tell me I'm wrong, tell me a single real-life example of how this has had any effect on your life whatsoever, what is it you are imagining about transgender people that makes you so fearful and angry?  Why on earth do you care what one in a hundred people want to identify as.

Back when I lived in Philadelphia there was a homeless lady downtown everyone called the chicken lady, because she identified as a chicken of course, so what, all I ever did was toss her a dollar once in a while.  Most people found it humorous, nobody was ever upset by it, does the chicken lady upset you?  I've read that there's a guy in Atlanta that identifies as a lizard, tattooed scales and a surgically forked tongue, so fucking what, does that upset you? The world has always been a fucking freak show, the general response to that has almost always been, "There, but for the grace of God go I", how about just be thankful you don't have to deal with it, I really don't understand all the outrage and drama. What's wrong with live and let live.

Seriously, how did they turn you guys into such snowflakes?  It's got to be a terrible way to live, I mean, why stay upset about people you've never met, living in your head rent free, outrage and anger are terrible states of mind, how about just eat a couple D9 gummies and get over it, find some way to stop letting the controllers ruin your day.,

It's common sense when you are the kind of person that doesn't have any principles whatsoever and base your political positions not on any set of values but on whether it helps your side and hurts the other.
