I've been in companies that downsize with buyouts, they don't cut the fat, they cut the meat, it's the ones doing the work that take the package because they know they can get another job, it's the useless ones that stick around. The best workers know they are carrying the useless ones, so they take the buyout and go get another job that pays more. The percentage of useless goes up and the company's problems just get worse.
