CONTENTION 1: WHO? WHY? HOW?
WHO?
Who intends to poison us? Perhaps the infamous My Little Pony World Domination Society? PRO makes no effort to specify.
If it is the US government, then PRO’s argument is immediately refuted by the fact that government officials are elected by the people, from the people, to represent the people. There can be no “secret brainwashing society” because it is not permitted in the Constitution nor in the laws created by the politicians of the US, which are elected and held accountable by the People and the respective checks and balances in our government.
Maybe it is the UN. But, in both the US government and the UN, if such a thing ever arose, it would no doubt be endlessly exposed by former or current politicians and we would see tangible evidence of coverups (i.e. people going missing, restrictions on the press, etc).
From PRO’s constructive, most of the “evidence” he gives revolves around the work of private corporations (who are made up of citizens) and are overseen by the government. How does this fit into his argument?
WHY?
Additionally, have PRO answer: what is the benefit of such an operation to a local or international government?
Lowering IQs? Halting the progress of humanity? What is the benefit? Governments thrive on economic and social prosperity. To remove it means to dramatically increase the chances of subjects wanting dramatic reforms and possibly even resulting in violent revolution.
And tell me, if there is a benefit in having a dumber society, why are we in the US spending more than ever before on education.
HOW?
Even ignoring all of the other points, it is impossible that even the US or UN could pull off such a thing as to lower the collective IQ of humanity.
Think of the logistics, the manpower, the money, the coverups, the sheer executive power necessary, and even that is not covering all bases.
The UN must also pass such a resolution through the Security Council, the only branch of the UN with actual enforcement power. Only one veto from China, France, the Russian Federation, the United Kingdom, or the United States would be all it took to blow the entire proposal out of the window.

That said, these studies are both legitimate. The problem is, PRO misattributes the source of chemical malfortune with sinister efforts on the part of some unidentified entity.

What is the more likely scenario:

The vitamin D3 produced by the human body is the same vitamin D3 found in foods.
Too much is harmful because it causes an over absorption of calcium (An overdose of anything can kill you). Rat poisons simply have such a high concentration of vitamin D they are dangerous to consume. Foods have lower concentrations.

I can lump the secret society's corporations and government into one basket. I only need to prove one of these things to meet the burden of proof. PRO has freely elected “powers” to mean “all of those who rule over us”, as opposed to a specific group.
By doing this PRO has freely elected to expand their BoP substantially.
Instead of having to prove the CIA, corporate entities, the US government, or the UN are “dumbing us down,” he has to prove that a mix and mash of all these entities and more are at play in a grand scheme to stupify humanity.
