Since PRO has forfeited 2 opportunities to set the terms of this debate, CON offers the following:
DEFS:
COLORADO [COL] is "a state of the Western United States encompassing most of the southern Rocky Mountains as well as the northeastern portion of the Colorado Plateau and the western edge of the Great Plains"
EMPLOY is "to hire (somebody for work or a job)"
PRISONER is "a person incarcerated in a prison, while on trial or serving a sentence"
FIREFIGHTING is "the act of attempting to prevent the spread of and extinguish significant unwanted fires in buildings, vehicles, woodlands, etc"
BoP:

two parties are in a discussion and one makes a claim that the other
disputes, the one who makes the claim typically has a burden of proof to justify or substantiate that claim especially when it challenges a perceived status quo."
CON interprets the res to mean that PRO has the burden to prove that prisoners ought to be used as firefighters.
ARG#1:
On Nov 6, 2018, voters in Col approved an amendment to Art II, Sec 26 of the Col Constitution to remove the "punishment for crime" exception to state prohibitions against slavery. State employment of firefighters is unconstitutional.
ARG#2:
In Col, forest firefighter is an excellent paying short term job for which applicants shouldn't have to compete w/ prison labor.
