Republicans see blocking more funding for the IRS as a sort of win. This is short term stupid thinking that only seeks to pander to the wealthy portion of their voters. You know, the portion of their voters that no longer have control of the party.

The tax code is not changed by denying them man power. Perhaps there is some delusion that tax code won't be enforced with a lack of funding, bit there is something of more concern here.

Every year the United States government and citizens lose possibly billions in tax return fraud. There is a delicate balance with computer systems that help people with tax returns because tech savvy 20 year Olds and 95 year old grandma's must be able to complete their taxes on the IRS system.

This means authentification that stops fraudsters is just could be equally as effective at stopping grandma from getting her tax return.

The IRS is underfunded. It can't fight tax frauds done by for example possibly Ukranian hackers that use unsuspecting American citizens to help them steal money from people expecting refunds.

So as good as it may feel to "stick it to the man" and keep the IRS running on a skeleton crew, it harms tax payers and national security.  Unless you are going to completely overhaul the tax system, it makes no sense to block this thing just to pander to people who not only will vote for you anyway, but are also very inclined to listen to the national security argument in favor of a better funded IRS.
