Yes because, pain is the only thing violent people understand. The young man in this video will at the very least reconsider such behavior where as being arrested would do nothing, counseling would do nothing, giving him a $1500 welfare check would do nothing. He  must fear both his victim and the consequences of his actions.  The violence used against the perpetrator of violence must be 1000 times more severe.  For instance you beat someone up who did nothing to instigate the beating you should have both your arms and legs broken leaving you crippled for the rest of your life. Civility never solved anything involving violence Shock and aw violence by good men ends violence.
