What do the initial conditions of the universe have to do with earthquakes on earth?

Because there there may not be a difference we could detect between the two states.
When it comes to cause and effect, it should be predictably consistent. Freewill cannot be predictably consistent. That would be the difference.

In order to predict events one must know there initial conditions and all the events which led to the event in question. That may not necessitate that we go all the way back to the beginning of the universe for every event but in any case where the initial conditions are unknown or in which a step of the causal chain goes undetected predictions become problematic. This is true of earthquakes and human behavior. Perhaps if we had enough information we could make such predictions or perhaps quantum uncertainty makes that idea impossible. In niether case is freewill a necessity to existence.

Plate Tectonics is often what causes earthquakes, this condition is going on today and has little to do with the conditions of the early earth other than the surface was molten and now it's not. Scientists try to predict earthquakes based on today's conditions, not the early earth.

Human behavior has choices, plate tectonics is cause and effect.

Both earthquakes and human behavior can be unpredictable. If events that are subject to cause and effect (earthquakes, the weather etc) are difficult to predict then being hard to predict isn't an necessarily an indicator of freewill.

Nope, still not working properly, am still getting the delay on the TLS handshake which is causing a, "Waiting for debateart" - this was one of main problems at ddo for the longest time, no one there fixed it. Seems it's now here.

Your still confused SM.  Universe is eternally existent ergo  there is exist no "initial conditions of the universe".

There exist a finite set of  initial conditions only in regards to finite set of time period events witin and eternally existent Universe.

There appears to be a macro-scale set of events around 13 - 17 billion years ago.

So the question becomes what were the initial conditions 13- 17 billion years ago or 100 billion years or 5 million billion years ago.

There exists no infinite source. There exists only a finite set of eternally inter-transforming occupied space events.

physical/energy cannot be created nor destroy ergo occupied space eternally exists.

So many humans cannot accept this fact because, for the most part they only experience finite sets of events that have a beginning and endings.
