For example, if Bsh1s testicle is nominated and wins first HoF spot, would this technically be teabagging whoever is in the #2 spot?

There are no formal criteria for determining who/what can be nominated; however, if I conclude that a nomination is wholly and blatantly incongruous with the purpose of the HOF (that purpose being to highlight good, notable, and/or consequential inductees), I reserve the right to withhold forwarding that nomination to the second stage of the process.

Gotta step in here and say that RM is right about one thing, that is to say that neither bsh's test testicle nor his left testicle or ballsack deserve a place in the hall of fame for this website.
I for one will be nominating bsh's right testicle. There will be those in the left testicle camp that accuse me of "splitting the vote" but I would like to point one thing out... The acronym for Bsh's Left Testicle is BLT... This is also the acronym for Bacon Lettuce and Tomato. The reasons this should be unacceptable should be obvious. Bsh's Right Testicle, however, has the acronym BRT... This acronym has many prestigious uses such as Brain Research Trust and a gene sequencing lab (1)
In short a vote for the left [testicle] is a vote for vulgar food-related memes, a vote for the right [testicle] is a vote for science.

While I concede that relying on an acronym like BLT that has a more common meaning that has nothing to do with left testicle to get inducted into the HoF is dirty, the simple truth is that you are simply throwing away your vote if you support any third testicle candidates.... The only testicles with any chance of winning are Left Testicle and Test Testicle, by trying to go third testicle, you are simply making your vote meaningless and opening up the chance for an even inferior testicle to become leader of the entire ballsack!

According to the well founded idiom "The Bigger The Better", we should base our HoF decisions physical size. In this case, there are only two viable options for candidates in DART:

and
RM's ego
