Though to be fair, they might also be a genius.

No rules in war itself, except war crimes. However, what you use to win a war isn't supposed to be used during peacetime, and not banning these landmines would certainly cause a substantial amount of civilian deaths after the war.

2024 Civil War in the US, communists and socialists will unite and attempt to oppress everyone with a totalitarian govt but will underestimate those who they look down on and condescend to the most and will be slaughtered like pigs. US will cease all military aid and protection to European countries and will all become Muslim caliphates. 

Civilians are expendable, they are not even a consideration when you want to win a war. Sucks to be a civilian in a war. Better to choose sides and fight.

The Geneva Convention lays down that civilians are not to be subject to attack. This includes direct attacks on civilians and indiscriminate attacks against areas in which civilians are present.

The law of war rests on five fundamental principles that are inherent to all targeting decisions: military necessity, unnecessary suffering, proportionality, distinction (discrimination), and honor (chivalry).

Plus, 'mistreatment of civilians' is considered a war crime.
