The cookie was for recruiting a defacto new Mafia faction in the afterlife. People who accepted the cookie became Mafia and got a vig upon death. I think it's called vengeful Mafia.
The reasoning is that the dark side has cookies so if you accept the temptation you are essentially volunteering to go to hell and drag the people in purgatory with you.
