That's not true. unlike the EB-5 program, Trump’s “Gold Card” proposal does not mention a specific job creation requirement. This raises concerns about how the new visa would contribute to employment in the US, a key component of the EB-5 programme.

The EB-5 program makes foreign investors eligible for citizenship if they invest $1 million into a business with at least 10 employees. Trump’s proposal would make foreign investors eligible if they invest $5 million to be used for federal expenditure. Sure, maybe the gold card wouldn’t generate employment as much as EB-5, but maybe it doesn’t need to. The point of the gold card is to generate federal discretionary funding. So I see no problem with the gold card. Of course, it’s still sort of a vague proposal so far, so I won’t draw any conclusions yet.

Right, the idea is to get rich people here to retire in the USA and spend all their money, which is as good as investing, cause the money remains within the borders. It's expanding the influx of outside wealth without all the hoops.

It simply means anyone with 5 million can buy a Gold Card and move to America. That is Trump’s immigration policy.

Selling green cards is good in theory, but Trump’s specific proposal has some problems:

President Trump cannot lawfully eliminate Congress’s EB‑5 investor program.
He cannot lawfully sell green cards in excess of Congress’s caps.
People will be paying for something Trump cannot provide.
Even if he could, his proposal will not sell one million green cards or generate $5 trillion in revenue.
