I once did use a dictionary to figure out what he is talking about, and yes, it makes sense.

Its just that the complete lack of logical connectives, or replacing connectives with signs, makes it very hard to understand.

Its kinda like saying:

"Uncertain Trump victory polls makes next president"

With logical connectives:

"Its uncertain if Trump's victory in polls makes him next president".
