Anime is also known as "Sekai Seifuku: Bōryaku no Zuvizudā".
Round 1
The anime has Kate Hoshimiya, also called Lady Venera, as main character.
She is the leader of the secret organization "Zvezda".
Her desire is to conquer the world.
This anime is the best anime currently for these combined reasons:
1. Loli power
This should win me debate on its own. Anime has a cute loli Kate taking the role of main character, supreme leader and a very powerful God-like being who is also a master tactician.
2. Women power
Anime gives a lot of power to women, and shows how women can greatly change the world and improve it. It shows that women can be better leaders than men, stronger fighters than men, and better managers of society than men, but it also doesnt display men as useless or bad, but it displays men and women working together to achieve best results.
3. Anti smoking and improving health
Kate fights against smoking because she thinks its very unhealthy and harms others. She points this out, promoting healthier way of life. Her goal is to live in a world where no one smokes, where everyone is healthy and happy.
4. Strong message
Despite being a funny anime, anime has a strong message about changing the world, improving lives, helping each other, having compassion, making organization, overcoming obstacles and addictions and solving almost unsolvable problems.
5. Funny and happy
Anime is very funny, even tho the comedy is not its only point. Anime succeeds in making people laugh, hence improving their life. Also, anime is filled with happy and satisfying scenes and variety of happy events, jokes, twists and messing around.

There are often cases where group is near death or defeat, where its members are captured and suffering.

Anime includes a lot of compassion. It talks about how others feel, even about how bad people feel. For example, smokers who were presented as bad guys are also shown in their different side, their feelings, needs and suffering.
Kate, after accusing the guy of being a sex offender, even said how she understands that boys have difficulty controlling their libido.
So the anime does not present just one side as good, and the other as bad, but anime presents both good guys and bad guys as people with feelings, people who suffer and need to be convinced to improve their life.
Anime also never shows good guys as completely good, or bad guys as completely bad.
Anime shows how bad guys suffer and feel bad, not in a way to mock them but to cause compassion for them. It shows their experience with problems and their life that is far from them having everything going as they wish. Their desires and needs are not presented as lesser than those of good guys.
This form of compassion is rarely seen in any other anime.
8. Promoting love
Anime promotes love and the story goes around Asuta being in very friendly love with a girl who is a member of an enemy group White Light. Their love is kind, gentle, innocent, harmless, and non-sexual.
9. Almost no killing in anime
Despite being in war, and despite Kate often making death threats as a joke, anime has clear effort to promote a more peaceful ways of combat. Rather than killing her enemies, Kate just defeats them by using her powers to convert them to her side.
10. Dreams and ideals
Anime involves big dreams and ideals about fixing the world and creating a world where everyone is cared for and accepted.
11. Cool outfits
Each character has a completely different outfit, and there are even masks to make things more interesting and creating the struggle between truth and secrets.

Despite many people trying to kill her, Kate never tries to kill them. In fact, she even spares her main enemy after defeating him.

Kate fixes the world in a way that she only helps others. She doesnt sacrifice anyone to help others, but in fact she tries to save all, even her enemies, like a true God.

The anime is very cute and has many adorable scenes which just melt your heart, such as that Kate's powerful battle monster is actually made up of cute toys which make it less scary.

The anime has many secrets and leaves plenty to be wondered about, such as just how powerful Kate really is, what are her hidden powers, what are the powers of her enemy. Her powers seem to be somehow decreased when faced with smokers, as smoke has some effect on her powers.

Anime is about one secret organization fighting another secret organization. And the members of each organization dont even know who the members of the other organization are, because they all wear masks. This even creates a situation where Asuta fights against his friend who he is in love with, but the only reason he fights her is due to secrets and not knowing, which is where anime points out that not knowing can lead people into making big mistakes.
18. Plot twists
Anime has plot twist not just in every episode, but in almost every 5 minutes of it. There is a constant change in situation, constant switching between defeat and victories, joy and upset, suffering and happiness, disapproval and approval.
19. Unpredictable story
The story is entirely unpredictable. In fact, up until few last episodes, you dont even know who is the true enemy. You never know what will happen in the next episode or the next scene. There is simply no way to predict any episode of this anime correctly without watching it first.

The anime includes respect for AI. In fact, AI is a respected member of the Zvezda organization. It is equal to all other members and is treated the same as any other, despite it not being human.
21. Opposing evil dictatorship
The main enemy of Kate is an evil dictator who oppresses people, is selfish and just fights for wealth and power, wants to control people, is quick to use force and doesnt care how people suffer. Kate stands as opposition to that.
22. Voluntary membership in organization
Despite being a secret military, Zvezda is actually a voluntary organization. Its members can move freely, no one even commands them most of the time, and they are there because they like being there. Even after one member betrays the organization, the organization doesnt attempt to destroy him.
Despite there being threats which promise death to those who leave organization, it is actually never acted upon.
23. Members of organization being treated like family

There is a strong sense of organization being run like family. Zvezda even works like family, where its members cook for each other, share meals and distribute tasks. In fact, the group itself is the size of a family by number of members.
24. Conflict between mercy and cruelty
The anime conflicts two sides, mercy and cruelty. Kate is mostly the idea of mercy and compassion, where her enemies are mostly the form of hate, cruelty, and violence, but there is also conflict of cruelty and mercy on both sides, in both good guys and bad guys.

Anime has about same amount of male and female characters, where main good character is female, and main bad character is male, and males and females are present in about equal number in group.

There is some unexplainable magic in anime. Characters have supernatural powers which arent clearly defined, but it seems that they are strong enough to fight modern military and win.

This is something which is very interesting about this anime. Something seemingly powerless holds greatest power, while something which seems unstoppable ends up being powerless.

The anime is filled with optimism and overcoming obstacles. Kate gives constant courage to members of her organization, motivating them to move forward even in hardest times.
29. Despite war, no main character dies in war
This is important, as losing main characters often reflects poorly on the anime and creates sense of discomfort. However, in this anime, despite war, there are almost no deaths happening, and all main characters remain alive.
30. Fast story and short episodes
Anime only has 12 main episodes where each lasts about 20 minutes. Its very interesting to be watched and fast enough so that even those who have no patience to watch long anime series can watch this one.

The anime power balance is changing in every episode, from one group winning to another. This creates excitement and makes anime less predictable.
32. Helping others even if it harms you
Asuta Jimon was very hungry and had almost no food, when he found Kate who seemed to be starving. Despite not having enough food and despite that he never even met Kate before and didnt know anything about her, he gave her his food, despite her being a complete stranger to him. This later motivated Kate to accept him into Zvezda.
33. Suffering
Anime displays suffering of the characters, from small problems like not being able to cook properly, to bigger problems such as being hungry, fighting addictions and being in danger of being killed. Both the suffering of good guys and bad guys is presented in same way, creating a sense that not even bad guys deserve to suffer.

Despite being different, every member of Kate's group feels like he/she belongs there. They dont ask too many questions about each other and they accept each other for what they are.
Best anime is subjective
There is no best anime that can be universally agreed upon even if you try to use standards and metrics that are as objective as possible. There are different genres and styles that appeal to different tastes, for one person the best anime may be a light hearted "slice of life" comedic anime and to another person it might be a dark and dramatic one with an intellectual plot.
If you try to be as objective as possible, Naruto is probably the best anime followed by Death Note

In Naruto, there is a very fleshed out "magic system" and it has some of the best-animated and strategic fights in anime history. Anyone who watches Sasuke VS Deidara or Naruto VS Pain can't deny that these are some of the most epic and well thought out fights ever depicted in fiction.
In Death Note, you are able to observe how genuine geniuses think and watch them battle each other intellectually. There is nothing like it in the history of anime, and I would be willing to bet that there isn't a single real genius in World Conquest Zvezda but both Naruto and Death Note are genius works of fiction as evidenced by the actual presence of geniuses in their plot.

Loli power
Lolis are sexualized child characters in anime and manga. Pro is arguing that his anime is good because it promotes pedophilia.
Women power
Pro argues that his anime is good because it depicts women in power and beating men in fights. While it is possible for women to hold positions of power effectively and even beat men in fights, most women are not as interested in having positions of power and are especially less interested in fighting than men in most cases. Thus it is more realistic to depict less women in power and less women fighting, and although I haven't seen this anime, from what I know of anime culture I wouldn't be surprised if it's one of those anime filled with sexualized anime girls fighting in skimpy clothing so that otaku gooners can coom to them. What makes it worse is that these characters are depicted as childlike. So pro is arguing that it has "women power" because it objectifies and sexualizes female children and puts them in situations that most female humans wouldn't want to be in.
If you want "women power" Naruto is ironically a better example even though people criticize it for the depiction of it's female characters. The fact that women can be bad ass in Naruto but usually play more of a supporting/healing role is true to feminine nature and I would be willing to bet that Tsunade was a better leader than Kate. Tsunade is like having the world's greatest neurosurgeon suddenly become president with no political training or experience and run the country through some of it's toughest times with extreme competence, all while being a sexy bad ass with huge tits who can beat 99% of male Ninja in the Naruto universe (she seems relatively weak by the end of the series but this is only when you compare her to Godlike characters).

There is a lot more to health than avoiding smoking. Does the anime talk about diet, exercise, avoiding stress? It seems to me that there is an obsession with smoking which is used as a running joke, a form of comic relief, and not as a serious way to promote healthy habits.

This anime clearly doesn't take itself seriously, even in cases where pro claims it does. Even if it did, is hoping for the death of people who smoke really a positive message? To me Kate seems like a Fascist dictator who wants to oppress people and tell them what they can and can 't do with their own body with threats of violence, rather than a benevolent leader who wants to educate people on avoiding unhealthy habits.

This is unrealistic as not everyone is in some moral grey area. There are people who genuinely get off on being evil and people who are genuinely obsessed with always doing the right thing.

Anime is based upon never giving up. In fact, after all the trials, the group never even once thought of giving up.

Kate conquers the world to fix it and make it perfect and united. She conquers it to improve it, not to get rich or famous for doing it.

Many of Zvezda's members are those rejected by society. In fact, one of the points of anime is that those rejected by oppressive society will rise up against that oppressive society, and Kate's goal is to create new society where no one is rejected.

Despite being a leader in a war, Kate never abandons her principles. She always understands how others feel, she even tries to talk her enemies into joining her.
39. Leader who rarely commands or makes rules
Whats interesting about anime is that Kate acts more like a guide than a leader. She doesnt attempt to control everyone or tell them what to do all the time. She often even remains silent when others do things she disagrees with.

Kate is a master of warfare. Despite being outnumbered by far and the fact that her group consists of less than 10 people who are trying to conquer entire Japan and then entire world, they are successfully fighting entire Japan's military, using hit and run tactics, baiting enemies to attack them, even getting themselves captured just to set a trap for their enemies.
Kate is also very skilled in speech, so she motivates masses to support her against the evil dictatorship, and turns every situation in her favor.

In fact, it seems that the necessary step to join Zvezda is to prove that you are selfless, which Asuta proved by sharing his meal with Kate at the time when he didnt even know who she was and didnt know anything about her, but still decided to help the stranger.
50. Compassion for strangers
Anime doesnt act on the premise "stranger danger", but rather goes in opposite way, apparently to treat anyone like family, even if you dont know them and have never met them before.
51. Honor and not harming innocents
Zvezda organization has strict rules about not harming innocents. They dont harm innocents to save themselves or to improve their position. They dont even kill their enemies, but spare them, showing a great sign of fighting with honor.
This is contrasted with group "White Light" which they are fighting against, which has no problem of killing innocents to defeat Zvezda, but Zvezda never lets them kill innocents in the anime.

Anime has lots of gentle moments and every day situations which people can relate to, from friendly jokes and innocent teasing, to members bonding through common interests while accepting differences. The anime takes you on a ride of unique scenes which each creates its own emotion.

Anime builds tension greatly because you are always wondering what will happen next, as the outcomes of situations are unpredictable and the plot changes all the time as Zvezda goes from safety and comfort to danger and being overpowered to being powerful again, and it changes many times in each episode.

Despite that anime points out harms in keeping secrets, it also points out the benefits. In fact, entire Zvezda is a stealth organization which works because no one thinks that Kate can be its leader, which allows Kate to move around freely in public despite being the leader of the rebel organization considered most dangerous.
Every member of the group wears masks to protect their identity, which allows Zvezda to perform master tactics and act from shadow to weaken the enemy before final battle.
58. Changing personalities
You can sense the personalities changing in anime. In first episode, Lady Plamya is presented as terrifying, angry and cruel, cutting military cars in pieces and being extremely strong fighter, only to be presented as charming girl with poor cooking skills who desperately tries to learn how to cook in episode 2.
Kate is at one time very scary, sometimes making death threats and being even cruel, but at the other time which is more often, she is being very forgiving and kind and merciful.
It is these kind of changes which show that people's personalities arent black or white, but can be both.
59. Clumsy and skilled
Anime shows its characters being both clumsy and skilled. At one time, they are master planners, confident speakers and top fighters, at other times they are struggling to form sentences, they are triggered and cant perform most basic tasks.

Anime shows both the kind and mean side of characters. At one time, they are saying warm comforting words and praises, at the other they are insulting each other without mercy. This cycle makes anime interesting, as each character has a mix of things in his/her personality.

Promoting innocence and friendship instead of sexuality
It literally depicts the main character as a scantily clad female child. Your post history on this site can be used to frame you as a pedophile sympathizer and here you are promoting an anime that sexualizes little girls while claiming it doesn't place emphasis on sexuality.

There is nothing cool or virtuous about this. In the world we live in, money is power and a very important means of getting what you want and avoiding being under the thumb of those more wealthy than you.

66. Villains as heroes
Despite that anyone who watches anime might conclude that Zvezda is closer to good than bad, in anime itself Zvezda is considered by many a criminal organization which is often presented as completely evil in media.
In fact, ordinary citizens completely forget about the fact that they are living in dictatorship and that Zvezda is the one trying to set them free.
Under the dictatorship, society is ruled by cruel heartless military and strict rules which citizens must obey.
The Zvezda, despite being considered bad, is actually working to abolish the dictatorship while at the same time avoiding civil war and civilian casualties.
67. Easy to understand
The anime is not very complicated and the main points of anime are easily understood. This makes it possible for people to follow the plot easy without having to watch some episodes twice.
68. Watching again
Anime is desirable to be watched multiple times because its relaxing and packs so many details into short episodes. It contains many things not directly relevant to the plot to create a sense of daily situations from real life, which cause joy when being watched again, because most people cant remember all small details after watching just once.

Anime has many weird situations which make it very interesting to watch, starting from that the leader is a loli who during battle wears a bikini, to many regular weird situations which can be found in real daily life, such as introductions and communications of socially awkward people, and those who often get triggered.

It often happens in real life that people live under oppression, but as anime shows, oppression is not excuse to harm innocents. With that, and plenty of social activities and conversations about regular things such as choosing which food to eat, how to react to teasing, how to be funny, how to take action, anime makes it possible for those who watch it to relate to it and see in anime the situations they experienced or will experience in real life.

A young girl Natalie is only interested in robots and technology and nothing else. This causes her to be mocked and rejected by other children, and even her own parents abandon her because how weird she is and how she makes them look bad.
Kate finds her and says to her "You are alone, so now you can do whatever you want. Will you join me and come on a quest with me to conquer the world?"
Kate accepted and protected Natalie, was always nice to her and never mocked her.
In return, Natalie gave technology to Zvezda which made Zvezda technologically much superior to its enemies, which was crucial for Zvezda winning the war.
So when society rejects someone, all they do is turn that someone into enemy of society, which is one of many great points this anime makes.

My intuition was right before I even watched the anime that it sexualizes minors. It's still a solid B-tier overall though.

Lady Plamya, a girl under the age of 18, is depicted as having a weird obsession with Kate that can only be interpreted as lesbian in nature. In one scene she fondles and feels up Kate's entire torso while helping her bathe and Kate explicitly expresses a lack of consent before fleeing from Plamya's unwanted advances.

I agree that the anime is concise and has good pacing despite packing everything in only 12 episodes, but I would have liked it if it continued and showed how Kate conquers the whole world with multiple seasons.
I also wonder how old Kate really is, because she actually reveals that her body stopped growing when she decided to conquer the world and for all we know she is like 35 or something even though she looks 8 years old.

I know anime does not suit everyone's taste, because there are some scenes which imply sexuality, but I dont see it that way.
I think the anime does magic because it masters shapeshifter strategy, where situations always change in unexpected way. Even its comedy is based upon things you least expect to happen.
Well, I like many things about the anime and I mentioned them in debate, but I find that the more I watch it, the more details I pick up which I didnt know before.
For example, when I watched it the first time, I completely missed the fact that Kate had a clear plan from the start. I thought it was all just random events, but Kate actually in every episode converts someone to her side and she even converts entire White Light to her side, but it happened so gradually in every episode that when I watched it first time I actually missed the fact that all Zvezda members actively work to convert all their enemies to their side.
Their way of struggle isnt "lets totally crush enemy", but "lets help our enemies and respect them".
Because the dictator they are fighting against is so cruel, eventually every significant enemy joins Zvezda's side because Zvezda looks so good in comparison to who they are fighting.
