As the burden of proof is on pro, I shall keep this round simple by setting out criteria's for how my opponent can win. In order to win they must provide sufficient evidence that both mosquitoes and flies are drones of which are spying on civilians. The following are terms which we should be able to agree on. 

Fly = a winged insect —usually used in combination

Mosquito = any of a family (Culicidae) of dipteran flies with females that have a set of slender organs in the proboscis adapted to puncture the skin of animals and to suck their blood and that are in some cases vectors of serious diseases

Drone = an unmanned aircraft or ship guided by remote control or onboard computers

Argument from technology

There is no sufficient technology which shows that it is possible to create a drone which mimics the appearance of a fly with such perfection that no one on the globe expect a single DART user has identified. 

Argument from personal experience 

I have smacked a fly before and discovered that it oozed out with blood. No technology present. If the fly were a machine, it would have likely electrocuted me, but definitely not squash in the manner that it did. 

Argument from the Occam's razor

The following are the two options we have

1) Flies are drones deployed by the government to spy on us. The government has malicious intents and believes that all humans must be tracked. Even though I haven't found a single robotic fly, this surely does not disapprove of my argument as their are billions of flies in the world. 

2) There are no robotic flies. Flies are flies. 

Consider which is more likely.

you might have discovered that when you squished a fly, blood came out and not electricity shit whatever you're on about but that doesnt mean flies and mosquitos arent drones. Not all flies are drones. Only some are. lol

The source that my opponent has presented confirms that, in short, flies can mimic the look of bees. However, this does not prove that 

  1. These flies are robotic. 
  2. These flies are agents of the government 
  3. Anything to day with mosquitos

Besides the shocking use of profanity, my opponents burden of proof has not been satisfied. As they bear the BoP, they must show that there is a fly/mosquito working for the government. Sure, one can state that not all flies are drones, but in order for you to win is for you must identify this particular case. 

This has not been proved.
