He should be allowed to vote on your debates even though he has blocked you because it is his right to vote, his right to block and your right to do both back that plays into the fairness of the matter at hand.

yes, but you can justify banning him from accepting debates maybe. The latter is up to the mods' discretion, but the voting is always allowed even with blocks.
