Socialism requires the social ownership of the means of production. While there have been times where governments in the US have spent money on social programs, at no point have they moved the ownership of the means of production into public hands - thus have never been socialist.
Social ownership of the means of production - and the implementation of socialism would not be successful not only due to the widespread anti-socialist propaganda employed by the right; the private ownership in the US would produce an untenable amount of push back on any attempt to implement socialism from the right, and thus would not work.
