Ukraine is trick America into intervening by seeing if they can goat Russia into using a nuke. It's a dangerous and stupid game that Ukrainian officials are playing
They are also posting troops in nuclear power plants in hopes the plants are shelled, showing a nuclear detonation on satellite imagery. Trying to fling the world into nuclear war is straight up evil

Definitely Ukraine, WAPO recently did a story that uncovered a Ukrainian plot to attack Moscow and the CIA told them not to do it. It was in the leaked pentagon papers.
