A town hall or a stadium can accommodate the public,

But that isn't to say an individual can't reserve a town hall or stadium for an event,

An event which may have rules,

As decided by whoever holds the event.

Are you getting what happened here? He was holding an event at a public place. He didn’t want people to bring guns but he didn’t want to be the reason people couldn’t bring guns so he tried to get the police in Tampa to say no guns. They refused.
