It is not systemic racism.
It indicates the problem is in relations between police and citizens.
The claim "Police killing people happens because of systemic racism" cannot explain this case. Different explanation is needed to explain this case, if we are to understand the problem.
Plenty of white people were killed by police in the past. Plenty of black people were killed by police in the past.
"Individual racism" may explain some cases, but it is not enough to explain all cases of violence that happen.

Nobody cares about black on black crime :(
As far as I can see, if black people are detained being high, it's very likely they get killed. It's all about drugs. I bet black people are more prone to.consume drugs because of their social problems.
I think the police should re-evaluate their procedures. It's not just people being high, but for example autistics, officers dont know how to deal with them and end up abusing them.

Cops shooting someone is very much a part of America's systemic gun culture, and therefore also an intrinsic part of American culture in general.
And so one shouldn't be surprised.
Similarly, the race/skin tone debate is also an intrinsic part of systemic American culture, and so one is also not surprised that this subject made it to the forum.
Bang Bang you're dead, is the name of the game.
So discuss if you must, then get over it and move on.
And another one will surely bite the dust, very soon.
Guns, Cops shooting, variable skin tone and a jolly good social debriefing are a big part of what it is to be an American.

Why do you think that is?
It's because, what to blame is easier if you can blame the government or cops or racism.
It's a much bigger and easier boogie man, than to admit their are socioeconomic and cultural factors feeding into this problem, and that the solutions involve some dramatic shifts in these structures
By it's very nature the establishment likes to maintain power, so suggesting radical changes causes them to lose their grip on it.

Yeah I was waiting for that one even though it’s completely wrong by the extent of how much media coverage it’s gotten.
And it’s more about the way police recruit, mental stability of the officers, etc.
