This is the main reason why so many people are poor despite the efforts of central planners. When people allocate their risk assessment to central planners, they end up with crumbs every time.

So your definition of poor is poorer than somebody else. By that definition, the number of people living in poverty will always be [world population] -1 and the poor will always be with us until there's only one person left on earth.
If we go by real capacity to feed, shelter, and cloth ourselves, then poverty has decreased by 1 billion people since 1990, 3/4th of those lifted out of poverty in China. While I despise the model of central planning in China, there's no denying that the problem of poverty has been significantly reduced by that central planning.

People are poor relative to circumstance, inheritance and innate incapability.
Poor should not just be regarded as a lack of money.
If we were a truly considerate species, we would strive to eliminate greed, rather than half heartedly attempt to eliminate poverty.
Eliminate greed and you would eliminate poverty.
Though I would suggest that greed is perhaps the necessity of evolution, and that in the bigger scheme of things, "the poor" do not warrant concern.
Hence we are not instinctively altruistic, for a reason.

Undoubtedly.
Survival of the intellectually fittest.
Though currently the fittest still need armies of moronic thugs.....So keep feeding them and make them feel special and wanted.
But if they get a bullet in the head, stick them in a bag, send the little heroes home to mummy, forget about them, and move on.
Still plenty of morons available, looking for a free meal and guns to play with.
