Actually one of my favorite rappers, Vinnie Paz, who is Italian-Philadelphian (he's Italian-Sicilian by blood, immigrated as a young child) and knew many blacks growing up, still close friends with them, agrees with you on this.
He argues that the problem at its core is overly catering to the lazy ones and giving nearly 0 genuine assistance and availability of opportunities to the hard-working blacks who want to 'climb the ladder' of society. He isn't black himself but has grown up among many of them and I think that at least the latter part of what he argues is indeed true.
Just to be clear, I'm not sure of his stance on BLM (he's definitely not entirely against it) but he is much more about anarchy than he is about stable progressivism.
