It has never been restricted to skin tone in the survived connotations. The modern racists we often associate it with who understand the term correctly may occasionally find it practical to differentiate between niggars of different races, traditionally color coded in America. It just happens that they may believe a certain race(s) is universally lower and use colorful language. Certain cultures percieved a societal need to keep certain people from saying it, and use skin tone to restrict it's use for various reasons, perhaps the most prevalently cited being for the generally ignorant to have respect of sensitivity to the family members of victims who experienced the settings of historical connotations.

That would be nice, but I definitely don't want to get my hopes up. Most likely the Dems will take the House and the GOP will retain control of the Senate, while maybe picking up a seat or two in the process. A fairly mundane affair, which would still serve as a rebuke of the Left's apocalyptic narrative about Trump.
