A German teenager was recruited to send newspaper in Nazi Germany in the 30’s. Every morning, he would send propaganda newspaper to every household and directly mislead the masses. He worked harder than all other people of the same job and he didn’t know that he is working for the devil. Should he be punished for doing what he has done?

The goal is not punishment but to prevent the further dissemination of dangerous propaganda. He should be prevented from doing so in the future.
The most prudent action is to take steps to prevent the producion of propaganda.
Minors are usually given rehab before punishment due to their impressionable minds and lack of insight. More than likely he had not clue what he was doing was as bad as it was. As long as he understands why it was wrong and why not doing it again is a good idea no, he doesn't need punished. Maybe some kind of community service helping those hurt by his actions. That's what juvenile court usually does.
