I think eth has already posted the link to this site on several of the stickied threads on DDO. Probably not much left to do, except message friends like you said, though I'm not sure which people on my friends list already know about this place. If you're really determined, you could follow some of the DDO members who went to other sites and invite them to Dart, I guess.
A lot of high profile members already joined the site. I don't think a campaign is necessary.
Someone with a lot of people on their friends lists should just send a mass PM.

Mass PM means everyone can message each other in it. You could start something you wish you could undo.

What problem would that create? How would it de-incentivize?
If you pm members of DI to join here just because they came from DDO, you will get banned there. I have not and will not message members here to join another debating website equally so.

If you send out an mass email, do it bcc so that trolls like bully or 21st did not get the email addresses of others.
Most members of DDO check the working sticky threads from time to time.
Most people in DDO have heard of DART, so we just have to convince them to join I guess.
