Same company, but this time it is allowed. I believe it is because the US strictly has the most pandemic so that is why they don't let in. Otherwise, Why make a one-way flight?

Yeah good point, the U.S. is definitely the center of it so they could conceivably just be limiting visitors from the U.S. specifically.
Now it is not scheduled for arrival anymore. It makes sense considering there is no reason to make a one-way flight and make the Chinese there a refugee state. And if you wonder, CA820 is not open either, even CA822. Just a day's difference.
