According to NFL.com this trade brought the Bears up in the Pre-Regular season power rankings for 18 to 15 while it took the Raiders down from 16 to 22.

Khalil Mack makes any team better defensively and offensively. With an already dominant core of Floyd, Smith, and Trevathan, adding Mack is adding 5 toppings of your choice to your favourite ice cream flavour. Mack can get to any quarterback in a lighting fast speed. HE IS A BEAST! The offensive line is improved, as they go against Khalil is practice, making them work harder, causing them to allow Tribusky to have more time in the pocket to a loaded receiving core.
As for the Raiders, I don't see the point in this trade. Unless you get rid of Carr, they are basically handing him away. The Bears may only get a middle pick in the draft this year and by 2020, that may be a late pick. Even then, I would've tried to make a deal in New York or Cleveland. This move seems to me like a tank move on the defensive side, but the pieces do not line up
