Such things are far more common than they should be in the modern world but far less common than in the past. The world is becoming a better place with each decade that passes. Some day occurrences like this will be a thing of the past.
As you can see, sane nations and governments do still exist. Almost all Social Democracies (UK included) have this while all non-social-democracies end up with Trump, Kim Jong-un and whoever the hell else you please. Mugabe? Sure.

Probably not, but I think some people think they aren't the same because you can pray to God but you can't pray to chance. I presume that is thecase with the parents in this case - the BBC article says "They have a deep, profound and simple faith. They believe only in the power of prayer."

I'm sure you're right. They would never agree that leaving it up to chance is what they're doing.
They're as good as saying everything that happens is God's will, possibly one of the most annoying beliefs of all time.
And they are apparently blissfully deaf to the notion of indirect divine intervention. The idea that God helps through actors and agents and dare I say, technology and science. God's help can apparently only be a literal and direct abra-cadabra, poof the disease is gone.
