Less than 1% of people get STD. However, if person doesnt do unsafe sex, the risk for STD is like 0.1%. 
So circumcision benefits barely 0.1% of population when it comes to STD.
Its not worthy to circumcise, mutilate and hurt 100% of males so that 0.1% can benefit from it.

If person wants to get circumcised, thats different. But babies dont want to get circumcised.

Thats very rare, plus there are different ways to treat it than circumcision. But still no need to circumcise 100% of males. Just circumcise those with medical issues which can be solved only with circumcision, but thats extremely rare with today's medicine.
