It is the United States foreign policy to minimize internal oil and coal production, because we have large amounts of oil and coal. The most coal on the planet and oil that rivals what OPEC nations have. The United States strategy is to exhaust the resources of other countries to become the country most others rely on for energy. If the United States increases internal oil production, because they are bad at controlling OPEC the way Trump and Obama controlled OPEC to keep gas prices low, than the foreign policy to control most of the Earth's resources is failing.
