Hell would probably have these premises:
P1. People who are in Hell wouldnt know that they are in Hell. This is to make sure their hope builts up, to make sure they get disappointed.
P2. All people in Hell would be sinners.
P3. All people in Hell would be suffering in some way.
P4. People would be able to die so they can be born again, but they would not remember it. This makes sure that there is a constant fear of death.
P5. People would be worried and scared about what happens after they die, and this cycle would repeat eternally.
Earth easily fits all 5 premises.
