Me and probably a dozen other people have made suggestions that didn't go into account.  The argument is that it's too much to handle.  So then have there be multiple developers.  Find someone willing to help out and then they develop the website further.

Maybe it can be work of the mods.

I guarantee you one is enough if it's 20 hours a week paid position.

But are you willing to pay to use this site?  I’m not and I imagine most current users aren’t.

The forum portion can be outsourced almost entirely through the fediverse.

It just needs profile pages to put social media buttons so there actually is a community. You just need the debate function, which honestly can be outsourced by all of us starting blogs and just going back and forth 5 rounds of essays with limited character length

Actually you can replace a lot of the forum even easier than the fediverse. Just use twitter
