I cant help but noticing that governments are rather useless when it comes to solving basic social issues.
The problem with every government comes in 4 forms:
1. Every government solution costs money
2. Every government solution contains harm
3. Every government solution prevents natural solution of the problem, or natural reaction to the problem
4. Government becomes more and more expensive over time
We dont really see governments improving society over time. What we see is: as government expands, society declines.
These 4 problems cannot be solved by government unless government chooses to stop causing them, by choosing not to do anything.
Tao government is essentially Tao anarchy. It cannot even be called a government, since it doesnt govern a lot or at all.
