What is the importance in having specifically a mother and father rearing the children?

Is it the ideal epitome as oppose to alternative parenting arrangements and circumstances?

Do you mean Foster Parents?
Schools, Tutors, Nannies?
Adoptive Parents?

I'd suppose myself the importance is 'blood, a  shared trait between that more closely aligns oneself to one's parent or child.

Depends what the 'purpose of raising the child is,

Possibly the state found this arrangement ideal, provided they were able to properly indoctrinate, train, and use said children as soldiers.

Though I don't know if such soldiers would tend to be better or worse for various purposes.

Might mess them up in values and social development, that they might not have been suited to all positions of soldiering.

Maybe pissed some of them off against the government that did such to them.
