Instead, people should be helped to live their dream and not live by having almost no extra money because they have to pay off college degree.

The cost of studying for a PhD in Russia ranges from 280,000-300,000 rubles ($4,300-4.615) per year, the minimum cost is 79,300 rubles ($1,220) and the maximum is 413,000 rubles ($6,350) per year.
