The anime has Kate Hoshimiya, also called Lady Venera, as main character.
She is the leader of the secret organization "Zvezda".
Her desire is to conquer the world.
This anime is the best anime currently for these combined reasons:
1. Loli power
This should win me debate on its own. Anime has a cute loli Kate taking the role of main character, supreme leader and a very powerful God-like being who is also a master tactician.
2. Women power
Anime gives a lot of power to women, and shows how women can greatly change the world and improve it. It shows that women can be better leaders than men, stronger fighters than men, and better managers of society than men, but it also doesnt display men as useless or bad, but it displays men and women working together to achieve best results.
3. Anti smoking and improving health
Kate fights against smoking because she thinks its very unhealthy and harms others. She points this out, promoting healthier way of life. Her goal is to live in a world where no one smokes, where everyone is healthy and happy.
4. Strong message
Despite being a funny anime, anime has a strong message about changing the world, improving lives, helping each other, having compassion, making organization, overcoming obstacles and addictions and solving almost unsolvable problems.
5. Funny and happy
Anime is very funny, even tho the comedy is not its only point. Anime succeeds in making people laugh, hence improving their life. Also, anime is filled with happy and satisfying scenes and variety of happy events, jokes, twists and messing around.

There are often cases where group is near death or defeat, where its members are captured and suffering.

Anime includes a lot of compassion. It talks about how others feel, even about how bad people feel. For example, smokers who were presented as bad guys are also shown in their different side, their feelings, needs and suffering.
Kate, after accusing the guy of being a sex offender, even said how she understands that boys have difficulty controlling their libido.
So the anime does not present just one side as good, and the other as bad, but anime presents both good guys and bad guys as people with feelings, people who suffer and need to be convinced to improve their life.
Anime also never shows good guys as completely good, or bad guys as completely bad.
Anime shows how bad guys suffer and feel bad, not in a way to mock them but to cause compassion for them. It shows their experience with problems and their life that is far from them having everything going as they wish. Their desires and needs are not presented as lesser than those of good guys.
This form of compassion is rarely seen in any other anime.
8. Promoting love
Anime promotes love and the story goes around Asuta being in very friendly love with a girl who is a member of an enemy group White Light. Their love is kind, gentle, innocent, harmless, and non-sexual.
9. Almost no killing in anime
Despite being in war, and despite Kate often making death threats as a joke, anime has clear effort to promote a more peaceful ways of combat. Rather than killing her enemies, Kate just defeats them by using her powers to convert them to her side.

Anime involves big dreams and ideals about fixing the world and creating a world where everyone is cared for and accepted.

Each character has a completely different outfit, and there are even masks to make things more interesting and creating the struggle between truth and secrets.

And the members of each organization dont even know who the members of the other organization are, because they all wear masks. This even creates a situation where Asuta fights against his friend who he is in love with, but the only reason he fights her is due to secrets and not knowing, which is where anime points out that not knowing can lead people into making big mistakes.
18. Plot twists
Anime has plot twist not just in every episode, but in almost every 5 minutes of it. There is a constant change in situation, constant switching between defeat and victories, joy and upset, suffering and happiness, disapproval and approval.
19. Unpredictable story
The story is entirely unpredictable. In fact, up until few last episodes, you dont even know who is the true enemy. You never know what will happen in the next episode or the next scene. There is simply no way to predict any episode of this anime correctly without watching it first.

The anime includes respect for AI. In fact, AI is a respected member of the Zvezda organization. It is equal to all other members and is treated the same as any other, despite it not being human.
21. Opposing evil dictatorship
The main enemy of Kate is an evil dictator who oppresses people, is selfish and just fights for wealth and power, wants to control people, is quick to use force and doesnt care how people suffer. Kate stands as opposition to that.
22. Voluntary membership in organization
Despite being a secret military, Zvezda is actually a voluntary organization. Its members can move freely, no one even commands them most of the time, and they are there because they like being there. Even after one member betrays the organization, the organization doesnt attempt to destroy him.
Despite there being threats which promise death to those who leave organization, it is actually never acted upon.
23. Members of organization being treated like family

There is a strong sense of organization being run like family. Zvezda even works like family, where its members cook for each other, share meals and distribute tasks. In fact, the group itself is the size of a family by number of members.

The anime conflicts two sides, mercy and cruelty. Kate is mostly the idea of mercy and compassion, where her enemies are mostly the form of hate, cruelty, and violence, but there is also conflict of cruelty and mercy on both sides, in both good guys and bad guys.

Anime has about same amount of male and female characters, where main good character is female, and main bad character is male, and males and females are present in about equal number in group.

This is important, as losing main characters often reflects poorly on the anime and creates sense of discomfort. However, in this anime, despite war, there are almost no deaths happening, and all main characters remain alive.

Anime only has 12 main episodes where each lasts about 20 minutes. Its very interesting to be watched and fast enough so that even those who have no patience to watch long anime series can watch this one.

Asuta Jimon was very hungry and had almost no food, when he found Kate who seemed to be starving. Despite not having enough food and despite that he never even met Kate before and didnt know anything about her, he gave her his food, despite her being a complete stranger to him. This later motivated Kate to accept him into Zvezda.

Anime displays suffering of the characters, from small problems like not being able to cook properly, to bigger problems such as being hungry, fighting addictions and being in danger of being killed. Both the suffering of good guys and bad guys is presented in same way, creating a sense that not even bad guys deserve to suffer.

Despite being different, every member of Kate's group feels like he/she belongs there. They dont ask too many questions about each other and they accept each other for what they are.

After the whole summary, I saw story unravel like a Spongebob Christmas special. Powerful Lolis, which is a common troupe among anime, has gone as far into going into war? Here's what I'm getting at.
- Kate has a normal presence, anti-smoker, against violence, she has a love and a compassion for her friends. Yet, she is a leader of a secret organization, who wants to dictate and lead the world. With that information, she sounds just like Hitler. Loves animals, who was against smoking, also was a leader of an organization, who was, a dictator. She was proven to be a master tactician, with god-like powers, who has not lost a single fight, and fights for "good." I'm going to stop you right there. That's a Mary Sue and you know it. Perfect and matches every single definition of cool inside of the book.
- It's just Sailor Moon mixed with Magica, and oh boy, they do not mix. Look, I hate female leads, not because they're girls, but because they execute it poorly. I mean very poorly. With all the duo/trio -taganists, it creates a corruption with a huge plot armor that was given. |Side Note, I saw the IMDb score and it got a 6.3/10, not everyone agrees by the way. | I searched it up, and looked at the art style. She looks like a normal high-school girl, so how the heck are grown people joining a minors cult? Oh wait! She doesn't have godly powers, but the ability to persuade anyone to do her bidding.
- There isn't much that you can say, she isn't very smart, her "voluntary helpers" actually was forced by a power to get what she wants. She isn't actually a good person, but she makes the Japanese government look dumb by recruiting strong people who have god-like powers into doing what she wants.
- If nobody dies, then who's the real enemy? Most of the characters (or I'll say, the 8 protags), have never died because of plot armor, which is surprising. It's just a battle of democracy not a battle between organizations.
- By the way, it's not Girl Power by the way, it's a shonen, meant for boys to masturbate on, obviously noted by Shikabane Itsuka.
- Please take this review under consideration. Asfaria quotes: Sekai Seifuku tells the story of an eternally young girl attempting to conquer the world with her group called Zvesda, and a boy named Asuta who gets caught up in it all. Hoshimiya Kate, for reasons that are never explained, is a girl who seems to never age while everyone around her does. She, though a reason is never really given, wants to conquer the world and fights against other organziations who try to foil her plan. As you may have already guessed, my main issue with this anime is that they don't explain hardly anything. Characters are given quick backstories that don't make much sense and the plot is full of filler and doesn't really go anywhere until the last three or so episodes.
The show begins with a high school boy named Jimon Asuta who ran away from home. He is struggling to get food to eat but is determined to make a living on his own and avoid anyone knowing that he has run away. Though, the only person he ever talks to and cares about hiding his situation from is his crush, Renge. Renge is also hiding a secret. She is a member of the group called "White Light" who fights against evil, which is mainly Zvesda. The members of White Light wear masks and uniforms that hide their identity from each other even though it should be blatantly obvious who they all are considering their unique hairstyles still show..... But moving on, Asuta ends up running into a conflict between Zvesda and White Light, is recruited into Zvesda against his will, and now has a place to stay even if it might cause him to lose his life in the process. All of the other members are "quirky" to say the least, and White Light is out to kill all of the members of Zvesda, and Asuta has to adjust to this new lifestyle whether he wants to or not.
The story is very generic for the most part and uninteresting. The characters are all generic except for Kate, and none of them get enough time to develop very much. Asuta is about as unoriginal as a main protagonist can get. He's good at cooking and randomly saving the day but nothing else. Kate is a bit unique, but the anime does a horrible job of explaining anything about her mission or why she's been 7 years old in both mind and body since many of the older characters were kids. The rest of the main characters consist of a scientist, a tsuntsun swordswoman, an ex-gang member and his underling (who is just a terrible comedic relief character with absolutely no redeeming qualities), and a female robot.
The one part of the story I did really enjoy was the anti-smoking (cigarattes, not marijuana) aspect. The one episode completely about anti-smoking is the best one by far, even if it does show how Yasubee is a horrible character which no one should ever trust (seriously, he switches sides out of nowhere and it's just plain stupid how everyone forgives him anyway, especially Gorou). Though it was never explained at all how the villain's smoke powers were even possible in the show's universe.
The animation is good, but some of the character designs are very.... fanservicy. Mainly Kate's (give a 7 year old a revealing outfit, why not?) and Natalia. Aside from that, the character designs still aren't great, but they're not terrible. The scenery in the show is also average, and the action scenes aren't anything too interesting with only decent choreography. The use of CG for larger monsters and weapons also becomes a bit annoying and clashes with the regular animation. The soundtrack is mostly unmemorable with the OP being the only good song.
While I did enjoy some parts of Sekai Seifuku, nothing much really happened. It's just going from point A to point B with a lot of filler in the middle and a few mediocre flashbacks to try and make you feel more attached to the characters that never have anything too bad happen to them anyway. The drama in this show just falls flat and the comedy is only occasionally funny. If not for the anti-smoking episode and some of the few good character interactions, the story would have had nothing unique or good about it. I just never even began to like any of the characters in this show or care if anything bad happened to them. Because of that and all of the other problems, I just could not come to like Sekai Seifuku.

Anime is based upon never giving up. In fact, after all the trials, the group never even once thought of giving up.

Kate conquers the world to fix it and make it perfect and united. She conquers it to improve it, not to get rich or famous for doing it.
37. Helping those rejected by society
Many of Zvezda's members are those rejected by society. In fact, one of the points of anime is that those rejected by oppressive society will rise up against that oppressive society, and Kate's goal is to create new society where no one is rejected.
38. Understanding others
Despite being a leader in a war, Kate never abandons her principles. She always understands how others feel, she even tries to talk her enemies into joining her.
39. Leader who rarely commands or makes rules
Whats interesting about anime is that Kate acts more like a guide than a leader. She doesnt attempt to control everyone or tell them what to do all the time. She often even remains silent when others do things she disagrees with.
40. Master of tactics
Kate is a master of warfare. Despite being outnumbered by far and the fact that her group consists of less than 10 people who are trying to conquer entire Japan and then entire world, they are successfully fighting entire Japan's military, using hit and run tactics, baiting enemies to attack them, even getting themselves captured just to set a trap for their enemies.
Kate is also very skilled in speech, so she motivates masses to support her against the evil dictatorship, and turns every situation in her favor.
41. Accepting difference
All group members are different and have different personality, different tastes, different opinions. However, they are always accepted by each other.
42. Contrast between childhood and adulthood
The anime is all about a child-like person trying to conquer the world and make decisions like adult. It shows that something seemingly powerless can in fact hold all power and that destiny can turn in many ways.

Anime is very emotional, and has many different scenes in it, each carrying different emotion, from being hungry to being in love, from being abandoned to being accepted, from being alone to being with others, from being captured to being free, from being serious to being funny, from being sad to being happy, from having compassion to not having it, from being cruel to being mercifull, and so on.

In fact, it seems that the necessary step to join Zvezda is to prove that you are selfless, which Asuta proved by sharing his meal with Kate at the time when he didnt even know who she was and didnt know anything about her, but still decided to help the stranger.

Anime doesnt act on the premise "stranger danger", but rather goes in opposite way, apparently to treat anyone like family, even if you dont know them and have never met them before.

Zvezda organization has strict rules about not harming innocents. They dont harm innocents to save themselves or to improve their position. They dont even kill their enemies, but spare them, showing a great sign of fighting with honor.
This is contrasted with group "White Light" which they are fighting against, which has no problem of killing innocents to defeat Zvezda, but Zvezda never lets them kill innocents in the anime.

Anime has lots of gentle moments and every day situations which people can relate to, from friendly jokes and innocent teasing, to members bonding through common interests while accepting differences. The anime takes you on a ride of unique scenes which each creates its own emotion.

The anime focuses on young boy Asuta who does good and changes the world by helping Kate, despite him being young, in middle school, and despite him being a nobody and non-important person in society, in first episode.

In fact, entire Zvezda is a stealth organization which works because no one thinks that Kate can be its leader, which allows Kate to move around freely in public despite being the leader of the rebel organization considered most dangerous.
Every member of the group wears masks to protect their identity, which allows Zvezda to perform master tactics and act from shadow to weaken the enemy before final battle.

You can sense the personalities changing in anime. In first episode, Lady Plamya is presented as terrifying, angry and cruel, cutting military cars in pieces and being extremely strong fighter, only to be presented as charming girl with poor cooking skills who desperately tries to learn how to cook in episode 2.
Kate is at one time very scary, sometimes making death threats and being even cruel, but at the other time which is more often, she is being very forgiving and kind and merciful.
It is these kind of changes which show that people's personalities arent black or white, but can be both.

Anime shows its characters being both clumsy and skilled. At one time, they are master planners, confident speakers and top fighters, at other times they are struggling to form sentences, they are triggered and cant perform most basic tasks.

I was representing the case as dissecting it piece by piece, for when combined it makes a whole lot of crap. I read your argument, but it was a whole load of bias bull.
Also, I saw one too many fallacies within your argument. You clearly thought that I was comparing it toward other animes thinking it was exactly the same. If you wan't to bring the powerpuff girl's as a challenge, I guess I will.
We all watched, well, most of us watched the powerpuff girls in our childhood, and you somehow you thought you could compare a show that actually affects morals against a show who had a PSA mainly for the plot. When you was talking about the anti-smoking episode, it wasn't because the creator was against smoking, but truly it's for the reason that Kate cannot do crap against smokers. Since she is a 7 year old child, or at least that's all we know (like all the other characters), needs people to stop smoking mainly because she's at risk of second-hand smoke, while the Powerpuff Girls don't need PSA's, mainly because you know their backstory, they aren't actually humans, but artificial beings made from certain household ingredients. While Kate... we don't know anything, same for all the other protagonists, while powerpuff girls can develop characters with slowing down the process of the show. Here's why.
- As your bio stated that you are a female, and you used Girl Power as one of the pros as your argument, it's actually a Shōnen, which you obviously know, is a demographic made for young boys, while also knowing that the majority of the protags are women, leading it into a non-sexual harem. We seen this plenty of times, and it's really annoying, it distracts us males from the show and that's why we don't watch that show. Unlike Zvezda, the protags aren't actually bad people who are trying to take over the world, but actually save the world. Knowing that the sisters' feelings of trusts are mutual, keeping the respect high, unlike how Kate uses special ability to make her "comrades" all cuddly. Besides, she acts like a child, so of course she want's power and take over the world while avoiding conflict.
- The so-called "bad guys" are the government, and somehow, it's corrupt (that sounds awfully like a troupe), so what makes a 7 year old have the audacity to think she can dictate the Chinese/(N/S) Korean government? It's just a normal case of opposite day. Unlike like Zvezda, the Powerpuff girls are strong, avoiding social dilemmas like smoking. As I stated, Kate is at least 7 years old, and she cannot talk within distance towards cigars, which is technically a weakness, she needs a whole episode to overcome the problem (which means she must always smooth talk the smoker), while Powerpuff girls have to adapt to those situations, which I might say, "coping", to prevent future problems instead of going through the same process all the time. Kate gets SA'd right? So how does she know about libido, especially for a girl who acts like a grown child? I'll never know anything about these characters.
- Since you said that the Powerpuff Girls is considered to be an anime, that means that the, I'm going to say it again, Girl Power from Zvezda is negated from the start, since the show is meant for empowerment for girls, but children of all sorts as well, making it a Shojo, not for young boys. It shares similar aspects of Sailor Moon, but it's better thanks to the almost invisible plot barrier (which is surprising, since it's for kids), knowing that not everything is easy, and even though none of the protags die in either both shows, but one has a right, since one is for kids, while the another is TV-14. (I still edge to it though, ngl. THE CHARACTERS. Not Kate tho.)
- It's also like FF (Final Fantasy 7 to be exact), a couple of underdogs trying to do what they do best in a corrupt world. But instead, it involves taking over the world. So Kawaiii~! I don't know what to say, it makes me shudder for how similar it rides off of different things.

All of my opponent's arguments are negated by these arguments:
66. Villains as heroes
Despite that anyone who watches anime might conclude that Zvezda is closer to good than bad, in anime itself Zvezda is considered by many a criminal organization which is often presented as completely evil in media.
In fact, ordinary citizens completely forget about the fact that they are living in dictatorship and that Zvezda is the one trying to set them free.
Under the dictatorship, society is ruled by cruel heartless military and strict rules which citizens must obey.
The Zvezda, despite being considered bad, is actually working to abolish the dictatorship while at the same time avoiding civil war and civilian casualties.
67. Easy to understand
The anime is not very complicated and the main points of anime are easily understood. This makes it possible for people to follow the plot easy without having to watch some episodes twice.
68. Watching again
Anime is desirable to be watched multiple times because its relaxing and packs so many details into short episodes. It contains many things not directly relevant to the plot to create a sense of daily situations from real life, which cause joy when being watched again, because most people cant remember all small details after watching just once.

Anime has many weird situations which make it very interesting to watch, starting from that the leader is a loli who during battle wears a bikini, to many regular weird situations which can be found in real daily life, such as introductions and communications of socially awkward people, and those who often get triggered.

Anime teaches you a lot about real life, as you see situations which often happen in real life. It often happens in real life that people live under oppression, but as anime shows, oppression is not excuse to harm innocents. With that, and plenty of social activities and conversations about regular things such as choosing which food to eat, how to react to teasing, how to be funny, how to take action, anime makes it possible for those who watch it to relate to it and see in anime the situations they experienced or will experience in real life.

A young girl Natalie is only interested in robots and technology and nothing else. This causes her to be mocked and rejected by other children, and even her own parents abandon her because how weird she is and how she makes them look bad.
Kate finds her and says to her "You are alone, so now you can do whatever you want. Will you join me and come on a quest with me to conquer the world?"
Kate accepted and protected Natalie, was always nice to her and never mocked her.
In return, Natalie gave technology to Zvezda which made Zvezda technologically much superior to its enemies, which was crucial for Zvezda winning the war.
So when society rejects someone, all they do is turn that someone into enemy of society, which is one of many great points this anime makes.

Despite Kate making advances on him, he refuses, and no one makes any advances on Kate in anime.

My opponent tried to present this anime as boring or average, and how powerpuff girls are better. However, in the comment section, he made one fatal flaw:

This is very strange, given that all characters in anime are 17 or younger. My opponent basically admitted to being attracted to underage characters in this anime. Regardless of his sexual orientation, my opponent basically conceded that this anime is sexy, so this point stands as truism, and anime is obviously designed to please all types of audience.

Look, as a romance anime enthusiast I can't say much after stepping out my comfort zone, but you made me argue for nothing.
