Con made no effort which is sad since I think this would have been a great debate.
The only white-looking but not actually white rapper I have heard use it who remotely 'made it' had his whole career killed by beef that resulted from not just the song where he said it but diss raps he made to rappers who alienated him for his nasty approach to rap.
His rap-name is The Jokerr.
Sorry about the confusion. Since he raps quickly, I thought the phrase, "A minimal swap to cop millions of PAC listeners" said, "A minimal swap to cop N***** are pop listeners".

Eminem does in Till I collapse.
Which white rapper says it?
I agree, i think that the N word has been socially degraded. I don't know how many times i have heard multiple white people say it. The many times i hear Black and White rappers say this word amazes me.
